Bracket 0 – 2 vehicles. Registration normally opens on October 1 for the following calendar year and is due by December 31. File late and enforcement in participating states can put you out of service at the roadside until it's paid.

- • Motor carriers, private carriers and freight forwarders operating commercial vehicles interstate.
- • Brokers and leasing companies, they pay the lowest bracket fee even with no trucks.
- • Carriers based in non-participating states still register, through a state that participates.
- • Purely intrastate carriers who never cross a state line, and never haul interstate freight, are exempt.
