Gulf Coast freight through Mobile starts at the gate. Alabama Port Authority rules are specific: cargo trucks enter through Truck Control, and drivers who hold a valid TWIC, a CDL with a recognizable photo, and proper cargo documents can get unescorted access if they stay with the vehicle. Drivers without a TWIC need an authorized escort. The Port Authority does not provide cargo-truck escorts.

That gate process is separate from your base-state tax and registration duties. Alabama IRP and IFTA still run through the Alabama Motor Carrier (AMC) system, with Motor Carrier Services in Montgomery processing the licenses. A clean TWIC doesn't file your quarterly fuel tax return.
